David leads Deloitte’s insurance tax practice, where he advises international insurance and broking groups. He also brings significant experience of contributing to tax policy nationally and at the OECD, EU and WTO. David has 35 years’ tax experience in all and over 20 in insurance, including 8 at Lloyd’s where he was Head of Tax & Treasury. Before then he was a tax inspector and held a number of operational, technical and policy posts in the Inland Revenue. These included a 3-year secondment to the European Commission where he developed the EU code of conduct on harmful tax competition.
