Setting the Personal Injury Discount Rate – the role of the Government’s Actuary Department (GAD)

The Civil Liability Bill (CLB) (England and Wales) and the Damages Bill (Scotland) will introduce major changes to the methodology for setting the personal injury Discount Rate in the UK. As part of this process, the Government Actuary's Department (GAD) will play an important role. The reforms in the CLB will see the Government Actuary chairing the expert panel that is to provide expert advice to the Lord Chancellor in the setting of the Discount Rate in England and Wales. Meanwhile the Damages Bill will see GAD having the sole responsibility for advising on  the rate in Scotland.

This event will explore the key aspects of both pieces of legislation and will provide an opportunity to hear from the Government Actuary himself, Martin Clarke, about the approach GAD will be taking when providing advice to the Lord Chancellor and setting the rate in Scotland.
