Emma Kavanagh leads the Insurance and Pensions Markets team in the Financial Services Group at HM Treasury. Before joining the Treasury in 2020 Emma worked in strategy roles in the Department for International Trade and the Department for Education. Prior to joining the Civil Service Emma was a strategy consultant working on B2B tech & media and financial services.
